It is the mission of the Coppin State University Police Department (CSUPD) to improve the human condition by providing a safe environment in which to learn, work, and visit. Emergency Operations Plan

Coppin State University has an emergency operations plan. This plan details information, policies, and procedures for how Coppin manages and mitigates emergency situations. Our greatest priority in any emergency is protecting our students, employees, and visitors.

In an emergency, our emergency plan help us to:

  1. promote safety and security of students, staff, faculty, and visitors.
  2. minimize damage to University infrastructure and resources.
  3. minimize disruption of University programs.
  4. ensure University emergency response procedures are compatible with local and national emergency response standards.
  5. inform and assist the broader community as appropriate.

 

Emergency Procedures

In any emergency, our highest priority is maintaining the safety and security of our campus community. Campus Police actively monitors the national threat level, as well as specific threats to the Coppin State University community. In the event of a safety or security concern on campus, Campus Police shares information and recommended campus actions with the Coppin community through all available means of campus communication, including but not limited to:

  • Coppin email
  • Text messages
  • Campus-wide announcements

Based on current threat on the national and local level, Campus Police automatically implement the appropriate response protocols. The different response protocols activate various levels of operational and collaborative activities designed to keep the campus community safe. 

Review of Preparedness Procedure and Protocols

Campus Police regularly reviews and revises preparedness procedures designed to address and respond to critical incidents that occur on campus. Any new policy or procedure includes:

  1. Establishing an emergency response based on federally designed Incident Command System protocols
  2. Implementing a Disaster Response Protocol model based upon an Incident Response Team comprised of high level campus administrators, an Emergency Operations Center comprised of major resource holders, and an Incident Command System team comprised of CSUPD officers trained to coordinate on-scene activities at major incidents
  3. Implementing an Early Warning System Emergency Program to provide instant notification of the campus community to imminent dangerous conditions. Upon activation of the Early Warning System Emergency Program, campus community members should:
    • Seek shelter within the closest building;
    • Seek information about the emergency from the following resources;

      •  + (410) 951-3000 - Main campus line
      •  + (410) 951-3911 - Campus Police

Throughout any heightened threat condition, Campus Police engages in the following daily activities to enhance normal safety and security activities:

  • Maintain an institutional liaison with local, state, and federal agencies to facilitate information sharing with the campus community and
  • Provide increased uniformed police officer visibility at designated areas and during campus special events

Your Role as a Community Member

We need your help to keep our Coppin community safe. Please immediately report any suspicious campus activity by:

  • Dialing X3900 from any on-campus phone
  • Calling Campus Police (410) 951-3900 from a cell phone or mobile device

Your knowledge of campus buildings, public spaces, and other facilities mean that you're best suited to identify any out-of-place person or suspicious conditions.

Your help in alerting us to suspicious conditions, events, or persons is a critical component of keeping our Coppin campus safe and secure. 

Campus Emergency Notification System
 

Coppin State University's state-of-the-art notification system sends messages instantly and simultaneously to all registered text-message capable mobile devices, as well as email. The service also posts these messages on the main Coppin website.

Additionally, the messages will "pop up" on the computer screen for anyone with Google, Yahoo, or AOL as their home page. We strongly encourage students, faculty, and staff to register—it only takes a few moments. This will be the surest way you'll receive critical safety and security notifications, as well as other campus information you may want to opt-in to receive.

Emergency Supplies

In case of an emergency situation on campus, we strongly encourage you to keep your own 1-2 day supply of food and water in your office or dorm area. Also consider keeping additional items including:

  • flashlight
  • spare batteries
  • portable radio
  • medicine
  • other necessary personal supplies

In a campus emergency, we utilize all available state and federal disaster relief agencies such as Federal Emergency Management Agency (FEMA) and the Maryland Emergency Management Agency (MEMA) to provide food and water.

Providing information about all disaster scenarios is impossible given the variety of potential threats that might occur. Learn more about preparing for specific emergencies through these organizations:

Property Lost and Found on Campus

Did you lose a personal item while on campus? Before you think it's gone forever, come check Lost and Found in the Physical Education Complex (PEC)! We encourage everyone in our campus community to bring any found items to Campus Police so we can increase  chances people  reconnect with missing belongings.

Often someone will bring a found property item like a cell phone to Campus Police. When someone turns in found property, we catalog it, and document:

  • date is was found
  • description of the property
  • building or location where found

Campus Police holds found property items for 6 months. We discard any items still in Lost and Found after 6 months.

Campus Police accepts found property 24 hours a day, 7 days a week. If you've found something, please bring it to Suite 272 of the Physical Education Complex.

Report Your Missing Item(s)

Call or come to Physical Education Complex RM 272 to check if someone turned in your lost item. You can also report a missing item through the Lost Property/Found Form. If we do not have a record of your missing item, please leave your:

  • First and last name
  • Item description (i.e. color, size, unique features, etc.)
  • Location of where you may have lost the item
  • Contact information (.e. phone number, email, etc.)

Campus Police then adds your item to the "Lost" list. If we recover your item, someone will contact you.

Non-Exempt Job Descriptions

The information below presents job descriptions for the University System of Maryland (USM) which can be used for all Coppin State University non-exempt positions. Non-exempt employees are those in technical/paraprofessional, clerical/secretarial, skilled craft, and service/maintenance job classes. To comply with the Fair Labor Standards Act, University employees, including temporary and student employees, who hold non-exempt positions must be granted overtime pay at a rate of not less than one and one-half times their regular hourly rate of pay for each hour of overtime worked in excess of 40 hours in a workweek.

Compensation Guidelines

The Chancellor of the University Systems of Maryland (USM) distributes annual compensation guidelines to all USM schools regarding compensation administration for the fiscal year. These guidelines will include information about updated salary structures, permissible compensation actions, cost of living and merit increases (if applicable), retention , equity and other necessary increases, and reporting requirements. These guidelines are the foundation of the University’s pay practices and are utilized as a guide in all compensation decisions.

Emergency Student Grants

In March 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act to provide financial assistance to university students through the Higher Education Emergency Relief Fund (HEERF).

At least 50% of Coppin’s CARES funds are available as emergency financial aid grants for Coppin students. You do not need to repay a CARES grant. Each grant must be certified and agreed to by a Coppin authorized official. Covid-19 has disrupted so many lives, including those in our Coppin community. Eligible students experiencing financial challenges because of Covid-19’s impact on regular campus operations can use these monies to cover coronavirus-related expenses including:

  • Food
  • Housing
  • Course materials
  • Additional technology requirements
  • Unanticipated travel
  • Health care
  • Child care
  • Other expenses related to Covid-19 disruptions

CARES funds cannot be used to pay any unpaid bills owed to Coppin State University, and do not count toward any recipient’s financial aid package.

Who is eligible for a CARES Act emergency student grant?

Any student seeking CARES funds must have been enrolled as of Spring 2020, in a CSU degree program that was transitioned online due to Covid-19. If you are currently enrolled in a program offered completely online prior to Covid-19, you are not eligible.

Per the Act, there are additional eligibility requirements. Students must also:

  • be eligible, now or in the future, to participate in Title IV of the Higher Education Act of 1965 (HEA)
  • have filed their 2019-2020 Free Application for Federal Student Aid (FAFSA) by June 30, 2020

Students who meet the Title IV eligibility criteria as of March 13, 2020 automatically receive CARES funds. Students should have begun to receive funds by June 1, 2020.

CARES Grants Award Process

The U.S. Department of Education made a recommendation to distribute funds to the most needy students first. CSU based our distribution on this recommendation, and has started awarding funds to students taking on-campus classes. We determined these students have the most need because they are directly affected by Covid-19 related campus disruptions. We are providing a predetermined amount to all eligible students based on credit load status.

The State of Maryland issues checks that are then sent to students via mail. The State sends grant monies to your student address on file, so make sure that information is accurate and current!

Your Spring 2020 enrollment status as of March 13, 2020 determines the amount of CARES funds you receive.

Students should have received CARES monies by June 30, 2020.

You do not need to take any additional actions if you meet all the criteria. You will automatically receive a CARES grant.

A CARES grant does not reduce your financial aid for academic years 2019-2020 or 2020-2021. Also, a CARES grant does not need to be repaid.

No. According to the Internal Revenue Service (IRS), you should not include a CARES grant in your reported gross income because CARES grants “are qualified disaster relief payments under section 139 of the Internal Revenue Code.”

Coppin maintains a Student Emergency Fund to assist students in times of crisis. If you do not qualify for CARES funding and have higher expenses because of Covid-19 related campus disruptions, you may be eligible for an award from this existing Fund. Coppin makes these awards on a case-by-case basis, and may consider your grade point average (GPA), matriculation rate and/or any other documentation to make a decision.

Here’s what you need to know to apply for awards through the Student Emergency Fund:

  • Contact the Office of Student Affairs to start your application
  • Bring all necessary documentation to the Division of Institutional Advancement

Coppin State University’s Charge Reduction and Refund Policy outlines:

  • University procedure for cancelling courses due to nonpayment
  • Charge adjustments due to University or course withdrawal
  • Tuition and fees refund schedule
  • Please note, this policy may be revised without notice.

Final date for refund or charge reduction eligibility is different from the final date to withdraw to avoid F grades.

Who is eligible for a charge reduction?

Coppin adjusts charges for students who:

  • Withdraw from the University
  • Withdraw from 11 or fewer credit hours

Students are not eligible for a credit-hour charge reduction if you register for a full-time schedule, and then drop to a part-time schedule after courses begin.

What should I know about completing my withdrawal?

Students must complete and sign the appropriate withdrawal forms before submitting them to the Office of Records and Registration. Keep in mind, submitting withdrawal forms is the only way to officially withdraw from courses or the University. Coppin does not recognize these actions as means of official withdrawal:

  • Failure to pay
  • Stop placement on a check

As the student, it is your responsibility to resolve billing issues, submit required withdrawal forms, and/or contact the appropriate Bursar/Student Account and/or Office of Records and Registration representative.

Course Drop and Cancellation Policies

Every student is responsible for securing funding to pay tuition and fees before the semester starts. Every student is also responsible for payment of tuition and fees charges for all admitted and enrolled courses. You are still responsible for payment regardless of:

If you are not planning to attend for the semester, be sure to complete, sign, and submit the course drop form to the Office of Records and Registration before the official start date of courses. If you do not submit your drop forms by the drop deadline, you may still be responsible to pay full tuition and mandatory fees.

How do I drop a class I cannot or no longer want to attend?

First, make sure you know the semester deadline to drop a course. If you do not drop your desired course(s), you may be charged tuition and fees and/or be in danger of earning failing grades.

There are 3 ways to complete a course drop transaction:

  • Attending or not attending the course(s)
  • Type of funding (i.e. financial aid, scholarships, third party payments, etc.) you receive
    • Log into your EagleLINKS portal to complete the online course drop process
    • Complete and sign the course drop form, then bring it to the Office of Records and Registration
    • Type and sign a letter with your request to drop the course(s), then mail or fax it to the Office of Records and Registration
