Crime and Fire Logs

Coppin State University's Police Department maintains a daily crime log that records all criminal and alleged criminal incidents on campus within the last 90 days. The logs are archived and open to the public for inspection.

A hard copy of the Crime Log is available at the department headquarters in the Physical Education Complex, office 272, during normal business hours.

E911 Emergency Alert System

911 callers may be too ill, upset, or otherwise unable to provide an address and other details about the emergency.

The E-911 system is an emergency alert system that identifies the specific location of the caller and directory telephone number.

Any person who dials ”911” from any campus phone will instantly be connected to the Baltimore City Police Department through the E-911 system. The Coppin State University Police Department will simultaneously receive an emergency alert with the building and location. An officer will be immediately dispatched to that location.

Benefits

  • Foremost is the benefit of ensuring that emergencies and life-threatening situations can be reported immediately and responded to with geographic accuracy—thus preventing injury or death and/or minimizing property damage (as in a fire situation). This also prevents wasting community resources by saving the time spent when first responders have to search for an emergency location.
  • Secondly, there is a strong public relations advantage because the University can more easily attract students, faculty, and staff as the community becomes aware of the enhanced safety and security now instituted at the University.
  • Thirdly, the University is now much freer of liability and financial risk related to a human tragedy or property loss that might result from an insufficient or flawed 911 system.
  • Finally, the University has established itself as a leader in the field of enhanced 911 and has committed to helping acquaint other educational institutions and organizations with the methodology and benefits associated with the new technology. This means that the benefits experienced directly by the University can be extended to other organizations to prevent injury, loss of life, or other tragedies through an E911 solution.

“Both the campus police and the ambulance staff knew exactly where to find me, and they arrived very quickly,” she said. “As a person involved in health care, I really appreciate that kind of fast, efficient response. My fellow students and I feel more safe and secure, knowing that the 911 system works so well.”

Background and Project History

The University’s IT team tackled a serious problem that faces many universities and other large organizations that have centralized telecommunications systems: the inability to provide accurate location information on 911 calls.

Location information provided through a centralized PBX in a traditional, Voice over Internet Protocol (VoIP), or hybrid telecommunications environment may be either inaccurate or too general to help first responders find the exact emergency location. At the same time, 911 callers may be too ill, upset, or otherwise unable to provide an address and other details about the emergency. The result is greater risk to lives and/or property as responders spend time trying to find the emergency location.

Originally, 911 calls from Coppin State provided the 911 center with only one general location, regardless of where on campus the call originated. To address this, the University issued regulations requiring that all emergency calls be directed to the campus police, with location provided. Campus police would in turn notify 911 and meet the emergency responders when they arrived on campus. However, people still tended to call 911 directly. This resulted in the arrival of ambulances and fire trucks on campus that did not know the source location of the emergency call, and campus police could not direct them if they had not been notified about the location of the emergency.

About E911

Ahmed El-Haggan, PhD, Vice President of IT, CIO, and Computer Science Professor, commented, “In view of campus tragedies such as sniper incidents and other types of concerns faced by an educational institution, we felt that we had to find a foolproof technological solution for 911 calls. At a technology conference, we heard about an industry-wide movement toward a second-generation 911 environment that was giving rise to innovative 911 solutions. Through the contacts we made there, we were able to launch a project that ultimately resulted in a very solid 911 solution for Coppin State that is helping us achieve a safer campus environment.”

The University IT team worked with engineers from Avaya and Presidio Networked Solutions to develop their enhanced 911 (E911) solution. eTelemetry was selected as the vendor that would provide the location and alarm appliances.

The project began by updating the voice telecommunications infrastructure, consolidating 2500 TDM and IP handsets onto one Avaya Communication Server 1000E (CS 1000E) telephony platform. Then the team developed enhanced 911 with automated location information. Avaya and Presidio were responsible for the E911 design based on information provided by the University, including all phone location data, routing zone layouts, handling of E911 calls, and change management recommendations to keep switch and location information current.

Through its E911 PROJECT, Coppin State has implemented a well-planned, carefully executed, and rigorously tested campus-wide E911 system that delivers precise emergency response locations to 911, plus emergency alarms to selected University staff members. This enables first responders and staff to react quickly and appropriately to emergency calls.

Coppin Police Internship Program students in the classroom

The Coppin State University Police Department is eager to announce a student internship opportunity for intrigued students. In alliance with the Department of Criminal Justice, this program will give active involvement inside different divisions of the University Police Department. Student Interns may get academic credit upon effectively finishing the Program. Student interns will also have the chance to connect with different Divisions including the Criminal Investigations, Uniformed Patrol, Administration/Records, and the Police Communications Division. Student Interns will have the opportunity to closely watch officers partake in responsibilities that may incorporate, however, are not restricted to, managerial work, support in court systems/forms, and different obligations as allocated. It is essential that all candidates comprehend that Coppin State University Police Department focus is on building common understanding between the student public and the police department to develop Interns as well-rounded, law-abiding individuals.

Entry into the Program

Student interns must meet the following qualifications to apply:

  • Currently enrolled as a student at Coppin State University
  • Have a GPA of 2.5 or higher
  • At least 18 years of age
  • Junior or senior classification
  • Ability to pass a standard background check, in addition to a CLEAN/NCIC federal fingerprint check
  • Additionally, interested candidates must fill out the application entirely

University Delays and Closings

We strive to make sure Coppin State University remains open and holds scheduled classes, but sometimes weather conditions make it difficult or impossible. In the event, there is an update to campus operations, we have protocol for how we decide on changes to campus operations, and how we notify members of the Coppin community.

Who decides campus closing and delays?

First, the Vice President for Administration and Finance (VPAF) contacts the Assistant Vice President (AVP) of Facilities, and also Campus Police, if appropriate. Then, this group talks to determine if campus can safely open and operate for faculty, students, and staff.

After this initial consultation, the VPAF contacts the Provost. Together, the VPAF and Provost call the University President to share relevant information and make a recommendation. The University President makes the final decision to close campus, delay opening, or close early due to poor weather conditions.

After the University President makes a decision, the VPAF notifies 4 people of the decision:

  • Director of Communications (by phone)
  • AVP of Facilities
  • Chief of the University Police Department (by phone or text)
  • Network Specialist in ITD

Who does not decide campus closing and delays?

Individual schools, colleges, and departments are not authorized to make their own decisions regarding closings, delayed openings, or cancellation of classes.

Please note: Administrative offices may remain open although classes are canceled.

Who is an essential employee?

Who is considered an essential employee may vary by division. Each Vice President should manage their own list of essential personnel and is responsible for setting expectations for individuals knowing if they are considered essential during an inclement weather event.

Notifying the Campus Community

As soon as the University President makes a decision, authorized Coppin staff take the following steps to notify the university community:

Official University Messages

When there is a change to normal campus operations due to weather conditions, the University uses specific messages to communicate updated operations. These are the messages and what they mean:

“University is Closed” only essential employees are scheduled to report to work (non-essential personnel will be granted administrative leave)

"Day classes are cancelled.” Offices are open (evening classes will continue unless specified in the announcement). All non-faculty staff are expected to report to work at their regularly scheduled start time (or use annual leave).

"School will open at ______.” Faculty, staff, and students are expected to report by the time indicated in the announcement.

Notifying News and Media

The Director of Communications contacts news and media outlets by 5:30 a.m. if day classes must be canceled. If evening classes and/or events must be canceled, the Director of Communications contacts news and media outlets by 3:30 p.m.

Stay Connected for Campus Alerts

Communication is one of the most important things to establish and maintain in an emergency. In addition to Campus Police, Coppin has several ways of reaching our campus community to share important information about emergency and non-emergency events. One of the tools we use to spread information through the Coppin community is Blackboard Connect.

Blackboard Connect

Blackboard Connect is a multi-modal communication service Coppin uses to schedule, send, and track personalized voice messages to up to 6 phone numbers for every student and staff member. It also immediately sends messages through 4 different modes of communication:

  • Voice messages to home phones, work phones, and cell phones
  • Text messages to cell phones, personal digital assistant (PDA) devices, networked digital signage, and other text-based devices
  • Email messages to the Coppin email account
  • Messages to TTY/TDD receiving devices for the hearing impaired

Blackboard Connect Enrollment

According to the FCC, persons who provide mobile numbers to schools are effectively granting consent to receive SMS text messages for “important information" — sent as Important Announcements — as well as sending out non-emergency messages related to the school's "educational mission."

Just as bulk emails are governed by regulations such as the CAN-SPAM Act, automated text messages and recorded voice messages are required to comply with the Telephone Consumer Protection Act (TCPA). Per the TCPA, text communication must occur between the hours of 8 a.m. and 9 p.m. (not including "Important Announcement" messages, such as school closures, which may be sent during hours outside this time frame).

A few types of messages are explicitly disallowed, including:

  • High-risk financial services
  • Third-party lead generation services
  • “Get rich quick” schemes
  • Illegal substances
  • Gambling
  • "S.H.A.F.T." use cases

Unsubscribing from text messages

If you are no longer interested in receiving text alerts from Coppin, text "STOP" to 23177, and your number will be unsubscribed from all SMS messages. If you unsubscribed and wish to begin receiving messages again, text "START" to 23177. You may also send an email to the IT Help Desk for assistance.

Unsubscribing from voice messages

At the end of a voice message, you will hear an audio prompt to press a number to unsubscribe. You may also send an email to the IT Help Desk for assistance.

No. Blackboard Connect does not sell, lease, share, or rent personally identifiable information (PII), including names, addresses, phone numbers, etc. to any companies or people outside of Blackboard Connect or their service providers.

While you are still on the call, press the star key (*) at any time to replay the message.

Most often, Blackboard Connect detects an answering machine and plays the message appropriately. On rare occasions, the systems detects a real person, and starts the message before the recording begins.

In other cases, an answering machine only allows recording for a limited time (usually one minute), so the entire message gets cut off. 

Yes, you should still receive Coppin messages. Blackboard Connect sends Coppin's calls through a university number so that important messages won't be blocked.

All calls generated by Blackboard Connect look like other University numbers (410-951-XXXX). Also, all messages state that it is a message from Coppin State University.

In most cases, Blackboard Connect only sends calls to one number. During an emergency situation, we can activate the system to simultaneously call all phone numbers on file.

Emergency Preparedness

To respond to an emergency, you must first be prepared. We take emergency preparedness very seriously. We continuously update our Campus Emergency Operations Plan and Procedure, maintain Emergency Blue Light Phones and Evacuation Routes, as well as share resources on what to do in an active shooter scenario.
