Run, Hide, Fight, Surviving an Active Shooter Event

Run

  • Have an escape plan in mind
  • Evacuate regardless of whether others agree to follow
  • Leave your belongings behind
  • Help others escape, if possible
  • Prevent individuals from entering an area where the active shooter may be
  • Keep your hands visible
  • Follow the instructions of any police officers
  • Do not attempt to move wounded people
  • Call 911 when you are safe

Hide

  • Be out of the active shooter’s view
  • Provide protection if shots are fired in your direction (i.e., an office with a closed and locked door)
  • Should not trap you or restrict your options for movement
  • Lock the door
  • Barricade the door with heavy furniture

Fight

  • Acting as aggressively as possible against the shooter
  • Throwing items and improvising weapons
  • Yelling
  • Committing to your actions

The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act is the landmark federal law, originally known as the Campus Security Act. It requires colleges and universities across the United States to disclose information about crime on and around their campuses.

Because the law is tied to participation in federal student financial aid programs it applies to most institutions of higher education both public and private. It is enforced by the U.S. Department of Education.

The "Clery Act" is named in memory of 19 year old Lehigh University freshman Jeanne Ann Clery who was raped and murdered while asleep in her residence hall room on April 5, 1986.

Jeanne's parents, Connie and Howard, discovered that students hadn't been told about 38 violent crimes on the Lehigh campus in the 3 years before her murder. They joined with other campus crime victims and persuaded Congress to enact this law, which was originally known as the "Crime Awareness and Campus Security Act of 1990."

The law was amended in 1992 to add a requirement that schools afford the victims of campus sexual assault certain basic rights, and was amended again in 1998 to expand the reporting requirements. The 1998 amendments also formally named the law in memory of Jeanne Clery.

The law was most recently amended in 2000 to require schools beginning in 2003 to notify the campus community about where public "Megan's Law" information about registered sex offenders on campus could be obtained.

Crime and Fire Logs

Coppin State University's Police Department maintains a daily crime log that records all criminal and alleged criminal incidents on campus within the last 90 days. The logs are archived and open to the public for inspection.

A hard copy of the Crime Log is available at the department headquarters in the Physical Education Complex, office 272, during normal business hours.

Campus Blue Light Phones

Coppin State University has installed blue light phones throughout campus. Any person on campus can walk up, use a phone, and be immediately connected to Campus Police.

  • Red button to press for emergencies
  • Black button for getting campus information

How to Use in an Emergency

  1. Press the red emergency button to turn on the blue light and connect to a Campus Police dispatcher
  2. Listen for the recording that states your location
  3. Wait 5 seconds for the dispatcher's voice
  4. Tell your emergency to the dispatcher

At the same time you talk with the dispatcher, a Campus Police Officer comes to your location. The dispatcher stays on the line with you until the Campus Police Officer arrives. 

How to Request Information

  1. Press the black button (note: the blue light will not turn on)
  2. Once you connect with the dispatcher, tell them your desired information and/or assistance

Emergency Operations Plan

Coppin State University has an emergency operations plan. This plan details information, policies, and procedures for how Coppin manages and mitigates emergency situations. Our greatest priority in any emergency is protecting our students, employees, and visitors.

In an emergency, our emergency plan help us to:

  1. promote safety and security of students, staff, faculty, and visitors.
  2. minimize damage to University infrastructure and resources.
  3. minimize disruption of University programs.
  4. ensure University emergency response procedures are compatible with local and national emergency response standards.
  5. inform and assist the broader community as appropriate.

 

Emergency Procedures

In any emergency, our highest priority is maintaining the safety and security of our campus community. Campus Police actively monitors the national threat level, as well as specific threats to the Coppin State University community. In the event of a safety or security concern on campus, Campus Police shares information and recommended campus actions with the Coppin community through all available means of campus communication, including but not limited to:

  • Coppin email
  • Text messages
  • Campus-wide announcements

Based on current threat on the national and local level, Campus Police automatically implement the appropriate response protocols. The different response protocols activate various levels of operational and collaborative activities designed to keep the campus community safe. 

Review of Preparedness Procedure and Protocols

Campus Police regularly reviews and revises preparedness procedures designed to address and respond to critical incidents that occur on campus. Any new policy or procedure includes:

  1. Establishing an emergency response based on federally designed Incident Command System protocols
  2. Implementing a Disaster Response Protocol model based upon an Incident Response Team comprised of high level campus administrators, an Emergency Operations Center comprised of major resource holders, and an Incident Command System team comprised of CSUPD officers trained to coordinate on-scene activities at major incidents
  3. Implementing an Early Warning System Emergency Program to provide instant notification of the campus community to imminent dangerous conditions. Upon activation of the Early Warning System Emergency Program, campus community members should:
    • Seek shelter within the closest building;
    • Seek information about the emergency from the following resources;

      •  + (410) 951-3000 - Main campus line
      •  + (410) 951-3911 - Campus Police

Throughout any heightened threat condition, Campus Police engages in the following daily activities to enhance normal safety and security activities:

  • Maintain an institutional liaison with local, state, and federal agencies to facilitate information sharing with the campus community and
  • Provide increased uniformed police officer visibility at designated areas and during campus special events

Your Role as a Community Member

We need your help to keep our Coppin community safe. Please immediately report any suspicious campus activity by:

  • Dialing X3900 from any on-campus phone
  • Calling Campus Police (410) 951-3900 from a cell phone or mobile device

Your knowledge of campus buildings, public spaces, and other facilities mean that you're best suited to identify any out-of-place person or suspicious conditions.

Your help in alerting us to suspicious conditions, events, or persons is a critical component of keeping our Coppin campus safe and secure. 

Campus Emergency Notification System
 

Coppin State University's state-of-the-art notification system sends messages instantly and simultaneously to all registered text-message capable mobile devices, as well as email. The service also posts these messages on the main Coppin website.

Additionally, the messages will "pop up" on the computer screen for anyone with Google, Yahoo, or AOL as their home page. We strongly encourage students, faculty, and staff to register—it only takes a few moments. This will be the surest way you'll receive critical safety and security notifications, as well as other campus information you may want to opt-in to receive.

Emergency Supplies

In case of an emergency situation on campus, we strongly encourage you to keep your own 1-2 day supply of food and water in your office or dorm area. Also consider keeping additional items including:

  • flashlight
  • spare batteries
  • portable radio
  • medicine
  • other necessary personal supplies

In a campus emergency, we utilize all available state and federal disaster relief agencies such as Federal Emergency Management Agency (FEMA) and the Maryland Emergency Management Agency (MEMA) to provide food and water.

Providing information about all disaster scenarios is impossible given the variety of potential threats that might occur. Learn more about preparing for specific emergencies through these organizations:

Property Lost and Found on Campus

Did you lose a personal item while on campus? Before you think it's gone forever, come check Lost and Found in the Physical Education Complex (PEC)! We encourage everyone in our campus community to bring any found items to Campus Police so we can increase  chances people  reconnect with missing belongings.

Often someone will bring a found property item like a cell phone to Campus Police. When someone turns in found property, we catalog it, and document:

  • date is was found
  • description of the property
  • building or location where found

Campus Police holds found property items for 6 months. We discard any items still in Lost and Found after 6 months.

Campus Police accepts found property 24 hours a day, 7 days a week. If you've found something, please bring it to Suite 272 of the Physical Education Complex.

Report Your Missing Item(s)

Call or come to Physical Education Complex RM 272 to check if someone turned in your lost item. You can also report a missing item through the Lost Property/Found Form. If we do not have a record of your missing item, please leave your:

  • First and last name
  • Item description (i.e. color, size, unique features, etc.)
  • Location of where you may have lost the item
  • Contact information (.e. phone number, email, etc.)

Campus Police then adds your item to the "Lost" list. If we recover your item, someone will contact you.

Claim Your Missing Items

Claim lost and found items Monday through Friday from 8:00 am to 3:00 pm.

If you believe we have your property, please contact us and include the following information:

  • Name
  • Date
  • Description
  • Item tag number (as listed in the chart)
