This is the final report submitted to the Maryland General Assembly along with letters to the Chairmen of the Appropriations and Budget Committees, an Executive Summary and a matrix summarizing the 2011 recommendations. At the request of the 2010 Maryland General Assembly, the University System of Maryland (USM) established an independent team to assess the implementation of the 2001 Independent Study Team Recommendations mandated by the Partnership Agreement between the State of Maryland and the U.S. Department of Education, Office for Civil Rights (OCR). The 2011 independent study team was comprised of USM, the Maryland Higher Education Commission, and Coppin State University representatives as well as members of the Maryland General Assembly and an outside expert as outlined by the General Assembly’s request. Dr. William B. DeLauder, president emeritus of Delaware State University, served as the chair of the study team. As directed by the Maryland General Assembly, the 2011 study team examined all of the recommendations contained in the 2001 Report and determined which recommendations had been fully, partially, and not yet implemented. This final report provides an overall assessment of where CSU stands today in relation to the 2001 Report and recommends moving forward with initiatives that are still considered relevant by the institution’s leadership, USM, and MHEC.
