E. Francine Stokes McElveen, Esq., Senior Advisor to the President for Legal Affairs.
E. Francine Stokes McElveen received a Juris Doctorate from University of Baltimore, School of Law; a Master of Science from Johns Hopkins University and a Bachelor of Science from Morgan State University.
Before representing Coppin State University, Mrs. Stokes McElveen served as Assistant to the President of Morgan State University for Government Relations. From 1989 – 2001 she served as the Executive Assistant to the States Attorney’s office for Baltimore City, where she served as a Senior Administrator and Prosecutor. Prior to returning to Baltimore, she served as a litigator in the Office of the Solicitor General for the U.S. Department of Labor.
She is responsible for the Office of Legal Affairs and advises the President and senior campus administrators regarding matters of law and policy. As senior legal advisor, Mrs. Stokes McElveen is a member of the President’s Executive Council.
